Legal Question in Criminal Law in Washington

An inmate was repeatedly told during the three years he was
incarcaerated in MN. that there were no warrents or detainers for him and was released from prison.Almost two
years later a warrent in WA. was found and he was arrested
and extradited.I wrote a letter to the county in WA. that
originally issued the warrent in '94 to ask why it had never
come up until '03.Their response was-''lack of funds to extradite until after FedGov mandated because of 911 events.
Is this a violation of IAD because inmate had no chance to
answer other criminal issues before being released from MN?
If he was told no warrent existed how could he answer to it?

What do you mean by "IAD?"
From your account, it sounds like the prison in MN didn't know about the warrant, since the county in WA told you that they lacked funds to extradite previously. You may want to consult a criminal defense lawyer in Washington, about possible defense related to the delay.
