Is it legal for one to be arrested in one {1}''city'' be detained in another nearby ''city'', and have my evidence taken to and logged in at a 3rd city?

You can be detained in a city other than the one in which you were arrested.
The evidence can be stored in a third city. Each time evidence changes hands, a new "link" is introduced into the chain of custody. The prosecution will have to meet any challenges to chain of custody, e.g. tampering.
