if a person is arrested and booked into jail on a controled substance charge can the police officer wait until 24 hours has passed to book the evidence

I am sorry to hear about the difficult situation you find yourself in. Unfortunately, there is no outside limit on time for the police to gather and submit evidence. It does begin to look suspicious, however, the longer the evidence is withheld. In the end, the jury will decide if they think the officer did anything illegal in delaying the submission of the evidence.
