Legal Question in Criminal Law in Washington

Family member arrested

Family member was arrested at work for supposed theft in early afternoon. Transfered to County jail in evening. No contact until 7 hours later. I was told phones were not working, calls couldn't be made, and that calls were a priviledge not a right. Now I am told accused has to stay overnight and appear before judge 24 hours after arrest. I have no idea if accused has been offered an attorney, or if they even want one. No charges have been filed other than investigation of theft. My question is, do I have to let them sit in jail until the appearance, or is there some way of getting them released? I have no idea if I should contact a lawyer for the accused as I have no detailed information due to lack of communication. Thank you for your help.

Most charges have a statutorily determined bail you can post to get your family member out of jail. Contact the jail for the amount and where to pay it.
