Legal Question in Criminal Law in Washington

a friend of mine is in alot of trouble regarding an under age girl who lied about her age to multiple people saying she was 19 instead of 16 so my friend brought her to his home and two days later the cops came to his house for the runnaway took his report ransacked his house and did not arrest him ,,but now three months later gets court papers of rape of a child in the 3rd degree what should he do and even after 3 months is it legal for them to bring up charges

He should consult with an attorney immediately. If he can not afford an attorney, he should contact the clerk's office and find out what the public defenders' phone number is and find out their procedure for getting services (each court has a different process for "screening" for public defenders). Get in early, don't talk to anybody else until you have talked to the attorney.

Depending on what your friend is charged with the limitations on the action will be different (but it will always be measured in terms of years), but in no event does the limitation run in 3 months.
