Legal Question in Criminal Law in Washington

girl in jail but we can't find her
hello

i help a man who is raising his granddaughter by keeping an eye on her when he working. the problem is his daughter was arrested 2 weeks ago today. so he called to the jail where she was arrested and they told him what she was charged with so about 4 days later an officer called and said she was in jail and that she wasn't allowed to make any phone calls not even to a lawyer. he asked why and she wasn't sure he'dd have to call the next day and find out. so next day he calls and they now say that they don't have her and to call the state patol so the staters say they don't have a clue to what the jail is talking about so now he has no ideal were to look. what should he do? anyone know where he should start? he's in pierce co. and she was arrested in thurston co. thanks
