what are the grounds for dismissal of restraining order when the "victim" violates the terms during the criminal proceedings under assault 3 in the state of Washington.?

No grounds for revocation due to victim contact. Technically, if the victim approaches you, you are required by law to leave the area or be held culpable for the violation. As far as getting the NCO revoked on other grounds, consult with an attorney.
