I would like to know if it is illegal for a 42 yo man to expose himself and do lewd sexual acts over the computer to be seen by a 16yo girl and to send her ''fluids'' through the postal mail.

YES! Contact the district attorney or prosecuting attorney where the man lives or where the cojmputer he used is located.
