I have a menacing 3 from 2000 in the State of Washington for breaking a window. Will this stop me from getting a concealed weopons permit in Washington? Might be a better question for local LE...

There is no such crime as Menacing 3 in the State of Washington. It sounds as though you may be referring to Malicious Mischief in the Third Degree. RCW 9.41.070 provides the basic summary regarding concealed weapons permits, and generally speaking, a prior gross misdemeanor (unless it was a Domestic Violence offense) should not disqualify you. You may also be able to get that prior conviction vacated and removed from your record completely at this point in time if you have no other criminal history.
