What is the minimum time and maximum time someone with 14 counts of theft 1st degree and14 counts aggravated would serve in Washington state?

In Washington, there isn't exactly a minimum or maximum. But there is a 'standard range' for sentencing, that a judge must follow absent unique circumstances.
If a person were to be convicted of more than 10 counts of Theft 1, the standard sentence range is between 43 and 57 months in prison.
I'm not sure what you mean by aggravated; but that could be the prosecutor's way of trying to convince a judge to sentence above that standard range, which then would be legally possible.
