What is a citation-omnibus hearing ?

Usually an omnibus hearing is simply a pretrial hearing where any preliminary motions are addressed before trial. I would assume that if the hearing is called a �citation-omnibus� that the hearing is in advance of a contested traffic infraction hearing.
