in the state of Washington, what are the penalties for unpaid fines, tickets, driving without lights and with the possecion of narcotics

These are very different things. Fines/Tickets/without lights are all infractions. The only penalty there is money--although this can be bad enough sometimes. Possession of a narcotic is a class C felony, unless it is charged as possession with intent to deliver which is punish even more severely. Class C felonies can receive up to 5 years in prison and/or $10,000 fine.
