Do prosecuters add counts for no reason?
Can a prosecuter add 3 more counts of the assault charge with no basis for it thinking he can get it plead out to less counts? I heard rumors from local attorney's saying he does that

They cannot be added for "no reason" or "no basis." However, I doubt the prosecutor will agree that he has "no basis." Previously noted injuries would be the basis in some cases.
