how to reopen a case

I was found guilty in a case that was heard 27 years ago in King County, Washington. I served my time and my parole ended seventeen years ago (maxed out in 1990). I need to know what legal forms I need to reopen the case. Or how to obtain a free or low cost attorney to handle my case. I am disabled and have very low income.
