Is it true that only the records of juvenile offenders can be sealed?

Misdemeanors (and felonies) can be sealed under GR15 (Court Rules - General Rules). Sealing is discretionary; there are no factors dictate whether a case will be sealed. The rule does provide factors to be considered by the court.
