Sentencing Hearing
If a plea agreement is reached, what happens at the sentencing? Can people speak on the defendants behalf? (We are writing declarations at the current time) Will the victims mom be able to speak as well?

Everyone with something relevant to the case or defendant can speak. The judge will consider what all parties have to say then fashion the sentence.
