My sister in law is alibi for my brother, can the state attorney required her to be served as supoena right the day of trial?

The State Attorney can require your sister-in-law to be at the trial and can serve her with notice any time that she is located. Once she is properly served with the subpoena she will be required to attend. It is possible that she has a "Privilege" that she can assert if she is his wife but there is not enough information in your question to determine that.
