Legal Question in Criminal Law in Washington

Special Circumstances?

I am aware that under Washington law, there is a waiting period of 5 years after sentence completion to vacate a class C felony. Are there ever any circumstances that would allow me to vacate after only 3 and a half years? Or is it completely mandatory to wait 5 years?
