statue limittations

if someone was sentenced and got 3 years and was told that all there charges were ran concurent and was told every thing was on the table can they hold some charges back so after they get out they can charge them with new charges

Yes and no. They could not intentionally do that but the normal procedure may have left some cases outstanding. The legal issue you need to address here is pre-accusatorial delay. You can show prejudice (that you now may have to serve time you might have otherwise avoided, better plea bargain, etc) then the government must justify their delay in bringing the charges and the judge balances the issues.
