Statute of limitations on restitution?

In Washington State over 13 years ago I was convicted of a felony for one drug possession and one delivery charge. I served my time in minimum security and owe restitution/fines but due to my three children and no child support I have not been able to pay back the money owed. If I wanted to visit my sister in that state is this grounds to arrest me or is there some type of time limit at all? I am a mature adult never been in trouble since just have no extra monetary means on paying back at this time. Thank you.

Most of the time fines and restitution that are unpaid do not result in a warrant for your arrest. Consequently, I'm not sure what they would arrest you for. You probably have a civil judgment against you for the amount and I would not be surprised if it had not been sent to collections. You can check your credit history for a judgement on the internet and look in your court file to see if there has been a warrant issued in the internet as well. If you are off community custody and do not have a warrant out for you, it doesn't see like visiting your sister will be a problem. For more personal advice, please feel free to contact my office.
