Legal Question in Criminal Law in Washington
Without the vehicle and based on another person's statement, can one be charged and found guilty of theft of a motor vehicle

Charged? Sure. The charge is only an accusation, so if a person makes a report, the police and prosecutor have reason to believe the person's statement, a charge can get filed. Normally it takes more (physical evidence, confession by suspect, etc.) but it is certainly possible to get charged on an accusation alone.
That is a different question from whether the suspect would actually be found guilty, however.
