What are the terms that all have to be present when a person is charged w/ vehicular assult? Does the victim have to press charges, or can the police just press them?

Re: Vehicular Assult
All do not need to be present to be charged with a crime. Just the defendant (the one accused). Also, the prosecutor can press charges without the victim. Contact me directly if you have more questions.
