we have employee at my job recording others with out their knowledge is this a crimanl offence?

Yes it is. Washington is a two party consent state meaning one person cannot record another without their consent. The relevant statute is RCW 9.73.030.
Violating the statute is a gross misdemeanor pursuant to RCW 9.73.080. Gross misdemeanors are punishable by up to a year in jail and/or a $5,000.00 fine.
