WA State, Chelan County - With a Protection Order in place, can the petitioner give the respondent's personal items from the household to a relative of the respondent?

I certainly think so. Remember that the order doesn't prohibit the Petitioner from doing anything (unless it is a mutual order). And what you describe sounds like it wouldn't be direct contact anway. The third party here seems like the perfect way to get belongings to the Respondent.
