Legal Question in Criminal Law in Washington
In Wa state would a first time offender of harassment (gross misdemeanor) with no criminal record have to serve the full sentence of one year?

While it's certainly possible, that would be extremely unusual. Cases all get evaluated one their individual facts, but I think it's safe to say at least half of such cases serve no jail at all. There are a lot of different penalties that can be imposed, like home monitoring, probation or community service.
