DUI arrest- no ticket, just hearing paperwork

I am confused. Last night I had too much to drink- I can admit that- and a tire blew out on my car- I was sleeping in the car waiting for a tow truck (2+hrs) and a police officer came over to make sure I was ok. He asked if I had been drinking and then called the WSP to come do tests and arrest me. I was taken to the office where I was breathalized .097 and .093. To make matters worse, I had an unopened sealed small package with pot in my purse! As the trooper was getting my keys, he found it!!! Anyway, I guess I am confused on why I didn't just immediately get a ticket for both items- instead of playing a waiting game. Could someone please shed some light on this procedure? Also, the trooper told me the SOL was 1 year. On here, I see 3. I am planning on moving out of state in the next year. I am so confused.

The officer waits because they need to perform a lab test to confirm the marijuana. However, if he gives you a ticket now it starts your right to a speedy trial--90 days. It takes them longer than that to do the lab test.

You really should hire me now to assist you on the matter. There are legal manuevers we can make to speed up the case before you go out of State. Also, with luck, we can push the case forward before they've had an opportunity to test the marijuana. Lastly, please don't make further admissions to anyone that you had too much to drink. That is ultimately a decision for the jury to make.
