my husband had his license suspended when he was under the age of 18 he is now 38 why will the state not release his license

It depends. Has your husband filfilled all requirements to the court and the DOL? If not, and something is still unresolved, then the state will not release his license. You need to talk to a lawyer to get this matter straightened out ASAP. There will have to be an investigation undertaken to see what is going on with the court and DOL. Get a lawyer! Good Luck!
