Can a DWI charge follow a person from state to state--

Yes. While I don't think most states would extradite you over a misdemeanor DWI (ship you in custody to Washington) most states will have access to computer records showing the outstanding warrant and resultant license suspension. So, at a minimum you will not be able to get a driver's license. There are likely other administrative sanctions that will remain in effect until you take care of the DWI.
