Legal Question in DUI Law in Washington

Enhanced sentencing

I would like to know in the recent state supreme court decision concerning sentencing concerning reduced charges stemming from an original D U I charge and then added as a DUI charge on a subsequent arrest for DUI how does a charge of refusal fit in to this? In other words if one is charged with a refusal is that considered a D U I charge?

A refusal is an enhanced DUI and counts as a DUI.
