will not give back house and car keys

My husband got pulled over for speeding and they tested him for DUI. He was below the legal limit. They also found a small amount of MJ and a pipe on him. He was arrested, no mugshot or fingerprints, first offense and no felony. The car was not impounded and it is his first time. The police also forced him to give blood samples. The arresting officer left a message on our answering machine telling us that we could go to the station and pick up his keys and license. We went there and they told us that they will not give them back. Where in the RCW is it stated that the police can hold someone's keys and license as evidence against someone who has not been formally charged?

The police cannot withhold keys and license for no reason. You should contact the desk sargeant or watch commander for that precinct and tell him to explain why those items are not being returned. If they still refuse to return the items, you will have to get an attorney to go after them. Good Luck!
