How do I get my brother to relenquish power of attorney when there is abuse and negligence of our 86 year old father?

You should seek the assistance of an attorney who handles elder law-- a power of attorney has duties and if those are not being done or if there is abuse and neglect, a guardianship can be established or other alternatives to remove your brother.
