17 year old wants to move out

is it legal for a 17 year old to move out of the house to a family friends. dont

know who my father is and mom is going to marry 4th husband. dont want to

deal with her any more

As a practical matter, just move out. There is very little your mother can really do. The law of emancipation is found at http://www.leg.wa.gov/RCW/index.cfm?fuseaction=chapterdigest&chapter=13.64.

However, how are you going to live? Can you support yourself or would you be asking your mother to continue supporting you?

I'd try to sell the idea to her as a cost-saving matter. The new husband and she would each have a legal obligation to support you if you were living in the home. Check out the child support worksheets at the Supreme Court website and find out how much the support would be (in a diivorce situation). That would give you a figure to begin negotiating with. Also, it would give them an opportunity to let their relationship settle in without you there.
