Can I sue the office of support enforcement for abuse of power resulting from a child support case.

Yes, you can sue it (the State), but whether you can win is the real question. You will need to have a legal theory of liability that allows you to state a cause of action upon which relief can be granted, and you will need evidence sufficient to prove that theory of liability to a preponderance, and to get an attorney to represent you, you will probably need damages sufficient to justify handling the case (unless it is a civil rights case, which may have an attorney's fee provision).
