how do we adopt a child we have legal guardianship of if bio parents rights haven't been terminated. In the state of Washington, we have had him for 11 years. He was placed with us thru CPS when he was born.

You have been fostering a child for eleven years and CPS has not moved to terminate the child's parent's rights? That's an amazingly long period of time for the child to be stuck in limbo.
My favorite resource person for CPS issues is Gary Preble in Olympia. You can find him at www wsba dot org under lawyer directory.
He will likely be available to do a consult for you over the phone and perhaps can recommend someone closer to you who can help.
This is a little more complicated than simple adoption, if the child's parents rights have not yet been terminated.
