My daughters father has never really paid child support. He is court ordered to pay $25 a month and doesn't pay that. She is 9 years old now and he does not see her unless she is at his mothers wich is very rare...my fiance would like to adopt her. Can he?

If the biological father gives his permission, yes it is possible.
If the only debt is owed to you (not to the State) you can negotiate with that. You can offer to walk away from the debt in return for his assent to the adoption.
The state probably won't approve the adoption until you and your fiance are married.
