is my new spouse liable for back child support i owe?

No, but if you keep money in joint accounts the state may garnish out of them.

Mr. Steuart is correct. The point is that you and your new spouse have formed a new community, and the community is composed of your resources and your spouses. The community can be liable for owed child support for one spouse.
