Legal Question in Family Law in Washington

U.S. Born, but has no proof

My friend is 19, was house born in Seattle, and was never documented. Her parents were illegal immigrants, and were afraid to take her to the hospital for the fear of being deported. Because of this fear she was also home schooled. She no birth certificate, no social security #, and no proof of identification. Her parents are dead, and is now homeless because she basically doesn't exist, and can't get a job or even rent a place to live. She has no money to hire a lawyer for help, so I am asking what she can do herself to get a ID, and then proof of her existence...... Thanks
