My daughter US born my granddaughter US citizien born out of wedlock father german ( he is married and has a child )

my daughter and granddaughter want to return to the US (WA State )can she get sole custody

I'm assuming that your granddaugther was born in Germany. If so, Washington State parentage laws may not apply. You daugther needs to consult an attorney in Germany.
