child custody

my freind she had a child about 5 to 6 years ago and she want see her child but her ex-boy freind didn't let what could she do?

she use to live in Washington but she moved to Illinois about 3 4 years ago and her ex he still live in Washington.

If the child is in Washington now and has always been in Washington, then your friend will need to file for custody in Washington. There are usually services that will help her if she does not speak English and there are usually translators available in the Court. She may also be able to get help through some kind of legal aid organization if money is a problem.
