Can someone hand over there parental rights to someone who is a nonrelative out of court?

You may be able to do that effectively, but it does not release you from legal obligations. You need a court order, and courts generally want two parents for every child with few exceptions, and somebody wanting out is probably not sufficient by itself (most common example of something else that supports waiver is to release for adoption by another person).
