How much jurisdiction does a lawyer in puerto rico have in USA?

Lawyers don't have jurisdiction, courts do. Lawyers in the United States (and PR is part of the United States) are licensed by jurisdiction (the State or Territorial highest court generally). If the lawyer is licensed in a State or Terrritory they may practice there, if not licensed in a State or Terrritory they may not practice there.
