does a step-parent have rights to see the child or have the child on the father's time when the actual father of the child is in jail?

The only persons who are party to a parenting plan are the named parents of the child.

There is no right to substitute in by a step-parent.

If the step-parent were to offer to take the child to see the incarcerated parent, that might work. But the parenting plan is compromised by one parent being unavailable to see the child.
