In Washington State when is a child old enough to decide when they want to see or not see their non-custodial parent?

They don't get to decide until they are 18 years old. Although more weight is given to children's desires as to residential time as they mature, the only way to get their desire in is through a GAL report. Until then adults make the decisions.
