how old does a child have to be to have the say in what parent he would like to live with?

A child can say where they want to live at any age, but ultimately where the child lives is a matter to be decided by the adults responsible for the child (usually parents, unless there is a court order to the contrary). If the parents can't agree then by a court. The court may consider what the child says, but courts are aware that children do not always understand or want what is in their best interest, and the child's best interest is the standard the court is going to apply.
