Legal Question in Family Law in Washington

Child support

I have a child living in Washington State. If all parental rights are given up, do I still have to pay child support. I have never seen this child, although we have joint custody. It was never proven that I am the father. I recently tried to ask for visitation and she filed a restraining order, even though I reside in the state of Florida. I was asking for a copy of birth certificate and social security number. The mother is totally being unreasonable. If I stop paying child support, does she have to prove that I am the father. Where do I stand as far as my rights.
