If a man has been separated from his wife for 8 yeawrs, but not divorced, is he liable to child support?

Based on the limited set of facts you provided, yes. The husband is presumed to be father of the children of his wife during the marriage. This is what is called a rebuttable presumption. More facts may result in a different answer.
