children leaving the state

is it legal to leave the state and set up residencey with minor children if you are married and the other parent does not give consent?

Yes, both parents still have full authority over the children. For "child custody" Washington would still be the appropriate jurisdiction for 6 months. If you wait longer than that the Uniform Child Custody Jurisdiction Act or Uniform Child Custody Jurisdiction and Enforcement Act would support the new residential state as the appropriate location for determining matters relating to the children.
