Consent to travel outside of the country?

Does Washington State require consent from non-custodial parent if the custodial parent plans on traveling outside of the USA?

This is controlled by the Parenting Plan. If it does not restrict the parent from travelling with the children or require approval from the other parent then there is no restriction. If the parent fails to return the children then there is a crime under the the (Federal) Parental Kidnapping Act. If the parent traveling with the children intends to relocate the children, the non-custodial parent is entitled to notice and if he/she objects there will be a hearing (Uniform Child Custody Jurisdiction Enforcement Act). If you want to stop the parent who is planning travel outside of U.S. and there is no restriction in the parenting plan, you are going to have to file a motion and assert that the traveling parent is going to do something bad (and then prove it).
