Legal Question in Family Law in Washington

With no court orders or custody papers and no divorce or court proceedings how do you prove you have primary custody?

Generally, you can't. The primary residential parent is the person the court has designated as such. If you and the other parent are agreeable, you can do a residential plan or parenting plan and file the appropriate action and then file the agreed plan.
