Legal Question in Family Law in Washington

I have been with my current boyfriend for over a year now. I have 2 kids from a previous relationship. The biological father is an alcoholic and has not seen the kids or called them in over 4 months. My current boyfriend is moving out of Spokane, to Colorado for a job promotion and is wanting us, as a family, to move with him to be able to continue and grow as one. My question is, Im being told that I cannot move without the court's permission. So basically Im a prisoner?
